Governor Schwarzenegger State of the State 2009

Governor Arnold Schwarzenegger is preparing to give a speech today. It's the State of the State speech he makes once a year, but this year it's going to be a bit somber. It's his 6th State of the State address, and it comes just about a month before the state of California runs out of money. It seems they will begin to issue IOUs instead of actual cash. They haven't done that since the Great Depression. The Governor has tried to raise taxes, as the budget deficit is $42B (yeah, that's B for Billion), but his fellow Republicans have voted against tax increases. The tax increase wasn't his only plan though. He is forcing government offices to close for 2 days per month, and those workers will basically have 2 days off each month - without pay! He also stopped about $3.8B worth of construction in the state. It's a tough time for California right now. Keep us in your prayers.

The 2009 California Budget

It's been a long time, but given the current state of California politics, I had to come back and write. If you have not noticed, California's unemployment rate is getting closer to 10%. To make this matter even more dire, the State is having trouble adopting a budget. Because of that, there are many workers who are sitting around with nothing to do, as California has stopped public construction for transportation and housing projects. All of that adds up to thousands of workers who are not getting work and not being paid. If California politicians don't adopt a state budget soon, much of the Federal stimulus cash will not ever make it to California. Our leaders need to get their act together. Now.

HNF goes on Hiatus

The Republican Caucus Chair is the second-highest ranking Republican in the State Assembly. Additionally, the Caucus Chair regularly communicates with Republican leaders throughout California on key legislative issues and party matters.

First elected in 2002 to represent the 26th Assembly District, Aghazarian has served his Republican colleagues well as Assistant Republican Leader and vice-chair of the Assembly Health Committee. You are Gay - Who Cares!

Yes I consider myself a moderate Dem. Yes I am sure this post will rub someone out there the wrong way. All that being said...

This week West Sac Mayor Chris Cabaldon jumped out of the closet and got a front page article in the Sacramento Bee by announcing he is gay.

Well I am here to make a similar announcement - I like to be slapped on the ass and have my hair pulled from time to time. I look forward to the Bee front page article.

It seems that being gay is more about getting publicity for yourself than really anything else - what is being gay now? Is it about advancing your political career or trying to be the new poster child for a particular constituency?

Spare me the stories of years of torment from "hiding" who you really are. Don't we all struggle with "hiding" or "denying" certain elements of your personality? Yes we do - so please save the sobbing.

I thought the Gay and Lesbian movement wanted the government and public out of their bedroom? Well if so, than quit bring your bedroom to the front page of the Sacramento Bee.

Cabaldon is gay, I like my hair pulled, Arnold loves Maria, some legislators have enjoyed the company of "professional" women. All are pointless to anyone except themselves and their partners and surely shouldn't be news.

I have received tons of email over the last couple of days about the blogging of one Manny Manfield. I beleive I know who this person is. A former contributer to this site that wants to ruin it so that nobody visits the site any longer. I do not know if there is any way to prevent this person from having conversations with themself or filing up the comments section with crap.

If you do not respond to the childish garbage the person will hopefully go away. If not I might have to implement a control measure on the comments section. This would force people to become blog members before they can post. I am sure that that is what this person wants. I would prefer to keep it the way it is, people being able to post anonymously.

My latest Man toy loves sports radio - KHTK AM 1140 in Sacramento to be exact. It seems SEIU has bought a ton of lead in ads at every weather and traffic report during morning and evening wake up/drive time.

For example, Traffic girl X gets done telling us how clogged I-99 is and then proceeds to tells us that the traffic report is sponsored by SEIU and SEIU and working men and women hate the Governor (well not those exact words, but the ad copy read by the radio host says pretty much that the Governor sucks).

Now my brain is thinking - would the Ad department at KHTK accept sponsorship or ad copy for their traffic or weather reports from the NRA, Pro-Life groups, or (insert name here) conservative leaning group making an equally political statement?

I like some stuff SEIU does of course, but hey, I am all about fairness.

Why do Republicans fear Republicans?

Maybe I am just a misguided Dem, but I have long wondered why Republicans fear appointing Republicans? For example, the Wilson and Schwarzenegger Administrations have a habit of appointing non-Republicans to key posts and judgeships - as a Democrat, I would be floored to see the same behavior. For all the problems I had with Gray Davis, he rarely if ever, threw a bone to Republicans in regards to appointments.

That leads me to publish a post from Mike Spence over at FlashReport. Now I rarely if ever agree with Mr. Spence, but his post is interesting - especially considering this topic. It makes me think about how I would react if a Dem Governor acted this way.

Last Thursday I posted about the Governor's latest appointment to The LA County Bench, Richard Goul. You can see it here. I have been a critic of the Governor's judicial picks, especially in LA County where the ratio runs 2 to 1 in favor of the Democrats. The California Republican Lawyer Association introduced and got passed a resolution calling on the Gov to appoint Republican to judicial slots.

So what's the big deal about this appointment? The press release noted he was a decline to state. That is sort of an abstention in the way most us of count stuff. It doesn't count for you and it doesn't count against you.

Well, guess what a source connected in the LA DA's office told me that Goul was a Democrat. The Orange County Registrar of Voters shows that he was registered for about eight years AS A DEMOCRAT in Newport Beach until 2/21 of 2006 when he suddenly registered as a decline to state voter.

Why did Goul change his registration? Did he do it to mislead us judicial appointment watchers? Did he deceive the Governor's staff as well?

Either way Goul should not accept this appointment, the Governor should withdraw it and his deception needs to be explained.

I love the FlashReport, but I have to question their recent foray into the candidate endorsement business.

Seems Flash has endorsed Diane Harkey in the 35th Senate District Special Election. Fair enough, they can obviously do it - but why?

Is OC Blog going to now post a future Harkey press release: Diane Harkey Endorsed by the FlashReport? Will Jon give her free ad space? I don't understand the impetus for you Reeps to do this - especially at the risk of alienating a potential GOP State Senator (I believe the latest poll report I saw showed Harman up by 10 or so).

Ok, My thoughts on the March

If I need to explain the march this past weekend you obviously need to pick up a newspaper.

Here are my quick thoughts -

1) The rally will galvanize the "Minuteman", anti-Latino contingent.
2) The marchers and organizers should have flown American flags rather than Mexican flags. The more this is seen as a USA v. Mexico issue, the more support will grow for the Minuteman types.
3) Even so, the Reeps are in danger of stepping on their, uh d**ks. The GOP has made some recent gains in the Latino community, much to us Dems chagrin, but now if they push too aggressively on the anti-immigrant issue - their very recent progress (nationally) will have been for nothing. Just remember Prop 187 - it won the battle for Pete Wilson, but it had the same effect as the California Latinos as the Southern Strategy had on African Americans.

It appears that Gerry Machado has surged to front runner status in the 17th AD primary.

I just received a release from his campaign touting endorsements from some solid conservative leaders.

The email also contained a link to an article from the Merced Sun-Star where Machado's primary opponent decides to start her campaign in the gutter by attacking her opponents commitment to conservative values. It appears like that question has been answered.

Huge Deadline Looms

With just over two months left before the 2006 primary election candidates face a key deadline today. Today is the first reporting deadline of the primary season. Candidates will be busy hitting the phone lines dialing for dollars all day long. This reporting period is essential for challengers to prove that they have support and the needed cash on hand to pay for mail and be able to get their message out to the voters.

In contested primaries many key endorsements wait to see if a candidate is financially viable before signing on with said candidate.

It will be interesting to see where everyone sits when the reports are released.

California State Legislature Wins the Nobel Prize in Physics – 120 Lawmakers to Travel to Stockholm to Collect the Prize

SACRAMENTO -- On March 13, 2006, the California State Legislature made a historic breakthrough in understanding how to manipulate the time-space continuum, shaking the very foundation of physics to its nucleus when they discovered time travel.

Eschewing their merely political role, the Sacramento lawmakers realized that they could apply their lawmaking power to anything, including the so-called laws of physics. This revelation quickly resulted in a bill mandating time travel for the upcoming June election.

The time travel bill accompanied what was once Governor Schwarzenegger’s roads, levees and schools “build-it” bond bill. The governor’s bond bill, transmogrified beyond recognition in the Capitol basement, needed time travel so as not to be in violation of the constitutional single subject rule. The time travel bill was designed to amend the state constitution just before actually being approved by the voters in the June election – in effect, traveling backwards in time after being approved to legalize its companion bond measure.

The astounding bill was the fruit of the pols’ intense, late-night work in their secret basement laboratory of democracy.

“As just an amateur physicist, my colleagues impressed the heck out of me,” said Assemblyman Chuck DeVore (R-Irvine), “Who knew? Although I should have realized that time travel is child’s play for a body that so routinely changes the laws of nature.”

With time travel conquered, California’s Democrats are now planning on tackling the issue of teleportation. With this power, they can switch the capitals of Sacramento and Washington, D.C. to assume the majority in Congress that has eluded them for the past 12 years.

“As soon as we get back from Stockholm to claim our prize we’ll pass the teleportation bill switching out Sacramento with Washington,” said an unnamed Democrat lawmaker, “Washington’s weather sucks a little worse than Sacramento’s, but hey, without term limits, I think I could stand it.”

Political Profiling

Here is my take on the political profiles currently in both of our major parties.

Silver Spooned Republican - They usually are the country club type that came from wealth and privilege. Holding political office is there birthright. They are usually fiscal hawks and very narrow minded. Although they claim they are not just a bunch of rich white guys (or gals) they are and have very little use for middle income, lower income or ethinic minorities except as window dressing. Usually care very little about "family" issues.

White, Liberal Elitist - Usually come from financial or academic privilege and pretend to feel guilty about it. They too usually believe that they are entitled to political office and are elite enough to be trusted with that responsibility. They like to speak about economic socialism, even Marxism around their fellow elitists - and probably would like to impose it on society as a whole (As long as they were made heads of the Politburu). They pretend to care about the poor and minorities, but in reality like the Silver Spooned Republican, use them as windom dressing to advance their brand of 1920's European social elitism.

Blue Collar Republicans - Unlike the Silver Spooned Republicans, these people have actually worked in the real world. While they are fiscal conservatives, they also understand the plight of those less fortunate. Most are socially conservative and hold what we define as strong family values (the social conservatism is usually their core ideology, rather than the fiscal conservatism). These blue collars are more Mom & Pop business than they are Enron - and in fact, hold an aversion to corporate America at some level. They actually do care about the poor, minority and disadvantaged, but too often get brought down by their heart less GOP counterparts.

Family Centered Democrats - More similar to Blue Collar Republicans than any other group. They are usually middle class, ethincally diverse, and go to church or temple, do PTA. This group usually does not come from monetary or academic privilege, but prefers to be involved in their family, community and believes in helping those less fortunate out. They are not fiscally conservative, but they are far from the Rich, White Liberal Elitists. They don't like talking about abortion, but they also don't want to see gay couples getting married. The elected officials that are cut from this cloth usually have no idea how wacked to the EXTREME LEFT their fellow Democrats are and become disheartened by what they observe.

Tony Strickland-Does Tony decide to bow out of what could be described as a underdog chance even if he wins the primary?

A Dem for SD 10?

As of 8:00 PM on March 10, the Sec State list only showed one candidate for SD 10, a Republican. On the Santa Clara County Registrar of Voters page both Elen Corbett and Johan Klehs are shown as taking out papers. However as of March 9, niether one had submitted signatures or fees in lieu.

Republicans may oppose Gallegly, Strickland

With the deadline today to file for political office this year, a flurry of intriguing developments is unfolding in east Ventura County Republican politics.

Before the 5 p.m. deadline passes, two GOP incumbents could face opposition from within their party, and the nonpartisan race for county supervisor in Moorpark and Simi Valley could widen a rift among local Republicans.

Here is what's happening:

In the 23rd Congressional District, 10-term incumbent Elton Gallegly of Simi Valley faces a potential primary challenge from Westlake Village attorney Michael Tenenbaum.

In the 37th Assembly District, longtime Republican activist Bob Larkin of Simi Valley has taken out nomination papers to challenge incumbent GOP Assemblywoman Audra Strickland of Moorpark.

In the 4th Supervisorial District, two challengers have come forward to take on three-term incumbent Judy Mikels of Simi Valley. Although the office is nonpartisan, that race has created partisan ripples because Strickland and her husband, former Assemblyman Tony Strickland, had originally endorsed a Democrat against Mikels, who is a Republican.

The Stricklands, however, have now rescinded their endorsement of Democrat Jim Dantona and have instead decided to back Simi Valley businessman Peter Foy, a conservative Republican and the newest entrant into the race.
Foy, a board member of the Ventura County Boy Scout Council, is a friend and ally of Sheriff Bob Brooks, who also serves on the Boy Scout board.

The Stricklands' involvement in the supervisor campaign has raised hackles among some Simi Valley Republicans, including Larkin.

At the state Republican convention in San Jose last month, Larkin distributed fliers to delegates' hotel rooms, advising delegates that the Stricklands had endorsed "an ultra-liberal Democrat" against Mikels, a fellow Republican.

"This raises some serious doubts in my mind about Mr. and Mrs. Strickland's loyalty to the California Republican Party," the flier said.

The allegation was potentially troubling to Tony Strickland because he is campaigning statewide for the party nomination for controller. That race promises to be perhaps the most contested GOP primary in California this year, as Strickland is matched against state Sen. Abel Maldonado of Santa Maria.

Partly because of concern over the endorsement, Larkin took out nomination papers last week to challenge Audra Strickland in the GOP primary for her Assembly seat. Since then, Larkin said, he has been approached by high-ranking Republicans from around the state asking him to drop his plans.

About the same time, the Stricklands dropped their endorsement of Dantona and are now backing Foy instead.

Tony Strickland said he would have endorsed Foy from the outset had he known he intended to run.

"Early on, we supported Dantona because we care deeply about our district," he said. "I don't think the incumbent is doing a good job representing the district."

Mikels characterized the Stricklands' actions as sour grapes — retribution against her because two years ago she endorsed Deputy District Attorney Jeff Gorell in the Republican primary over Audra Strickland.

"I think it's disturbing that these people can be vengeful and get away with it," Mikels said. "Tony and Audra have overstepped their bounds. Why would you do that when you yourself are running in a partisan race?"

Dantona, whose consulting firm has worked with a number of Democratic politicians, said he understands the decision of the Stricklands to pull their endorsements.

"Having been in the business for as many years as I have, there are no hard feelings at all," he said. "I like Tony and Audra Strickland. They're both stand-up people. Tony did a lot of nice things for me."

Other Republicans, including Simi Valley Councilwoman Barbra Williamson, continue to support Dantona. She said it's unfortunate that others seek to inject partisanship into a nonpartisan race.

"I expected it," she said. "If you're a dye-in-the-wool Republican, you're not going to get past that. I think it's great that Dantona is able to cross party lines."

The emergence of a challenger to Gallegly caught county Republicans by surprise.

County GOP Central Committee Chairwoman Leslie Cornejo said she was "floored" when she heard the news. She said Tenenbaum became active in local GOP politics last fall, and she was so impressed she appointed him to the state Republican Central Committee.

"I saw him as a young man with a future," Cornejo said.

Tenenbaum, 37, has taken out nomination papers and has until today to return them.

He was reared in Thousand Oaks and was valedictorian of the Thousand Oaks High Class of '87. He returned to the county after graduating from Harvard Law School and now practices law and runs a business-consulting firm.

Tenenbaum said he is confident he will have ample resources to mount a serious campaign but will not entirely self-fund a challenge. "I'm not a rich-guy candidate looking for something to do," he said.

Is clearly a quality that Kevin McCarthy lacks. One only has to read a short article below regarding Roy Ashburn's decision not to run for Congress to clearly see evidence of this deficiency.

For some reason, saying a simple "Thank you" was too much for Kevin. He had to get a dig in. I don't know which one was worse, "your just a state senator and I am a congressman" (as if he is already elected) or "Roy was going back and forth and can't make up his mind. "

Haynes's anger clouds his memory

At the CRP convention Ray Haynes told the YRFC state board that he only endorsed Christy Chritsich after Assemblyman Chuck Devore berated Haynes's staff. Ray also said that he endorsed all of the other candidates at the same time he endorsed Christy in order to "dilute" his endorsement of Chuck due to Chuck's apparent behavior.

However, in an article that was posted in one of the comment sections below on Monday October 27, 2003 the OC Register reported something different.

But he's not going to be much help in the 70th. First, he endorsed Chuck DeVore, who volunteered on Haynes' unsuccessful U.S. Senate campaign. Then longtime friend and former Assemblyman Gil Ferguson convinced Haynes to also endorse Marilyn Zippi. Next, friend and former Assemblyman Curt Pringle convinced Haynes to meet Cristi Cristich – who Haynes then decided to endorse even though she once backed Bill Clinton.

There's one more Republican in the race, Don Wagner – who Haynes also knows.

Of course we all know after being bashed for his endorsement of Christich Ray did endorse the final Republican, Wagner.

So did the OC Register lie about how the endorsements came about? Did Ray lie? or has Ray's memory become clouded?

Haynes Falters Badly: Loses CRA Endorsement for the First Time Ever

Haynes’ Viability Takes Serious Blow as His Campaign Needed the CRA Slate

(Bakersfield) – On Sunday, the California Republican Assembly refused to endorse Ray Haynes for the first time in his public career – handing a serious blow to Haynes’s chances in the 3rd District Board of Equalization race.

With Haynes badly trailing Michelle Steel in the number of reserved slate cards, Haynes’s threw every resource he had into attaining the CRA endorsement in the desperate hope of picking up a slot on their statewide slate mailing. In the end, however, Haynes fell far short of the 2/3 vote required for endorsement – a result of the surging strength of Michelle Steel’s campaign.

“This was Haynes’ for the taking, and his campaign couldn’t get there,” said Steel spokesman Mike Richman. “All weekend long, Haynes personally lobbied delegates, and his campaign even bussed in delegates to try and stack the vote. His failure at CRA puts the death knell in Haynes’ campaign.”

Last week, Haynes suffered a humiliating defeat when the Young Republican Federation of California endorsed Michelle Steel over Ray Haynes. On the heels of that defeat, Haynes felt the need to double his efforts at the CRA.

In a sign of how weak his campaign has become, Haynes sent a press release trying to declare victory after losing the CRA vote.

“Haynes is trying to mask the reality that this loss is a serious blow to his campaign,” said Richman. “Too little, too late. That should be the Haynes campaign slogan. There is simply very little left now for the Haynes campaign.”

The California Republican Assembly convention produced a nice little battle between that guy named Hudson and a young up and comer (as referred to on Flashreport by Duane Dichiara) Mike Richman - over the Board of Equalization District 3 seat that will be won by either Ray Haynes or Michelle Steel.

According to sources the battle got very heated and close, but in the end, neither Steel or Haynes got the endorsement of this influential group (in GOP circles they are supposed to be influential, and since this is a GOP seat, you get the picture).

I am sure there are many opinions and firsthand viewpoints from those in the Reep blogosphere.

I had always heard that of the two Deborahs running for Secretary of State, Deborah Bowen was the smart one. However, after receiving her latest plea for money I have to question that analysis.

Subject: CRA Endorsement for Ray Haynes -- I need your help

Dear CRA Leader,

I am writing to ask you to support the endorsement of Ray Haynes for Board of Equalization in the Third District. As you may know, we amended our CRA Bylaws several years ago to allow the full Convention to vote on this endorsement. Even though the Third District covers just six counties, we treat it as a statewide endorsement.

I have known Ray Haynes and worked with him on conservative efforts since 1992. I was employed by him for more than three years when he was the Senate Republican Whip. In a Legislature where CRA leaders are often treated as pariahs, even by Republicans, Ray Haynes has hired many CRA Board members, members, and volunteers. I worked closely with him (and the California Republican Assembly) to pass the "Haynes Amendment" to change the way delegates are selected for the Republican National Convention, making it much more difficult for future Presidential candidates to ignore our state. For every single conservative effort, Ray Haynes has been there for CRA and the Conservative Movement when his opponents were nowhere to be found.

Now that I work as a Tax Counsel for Bill Leonard at the Board of Equalization, I am in a unique position to explain why we need a conservative attorney like Ray Haynes. The Board of Equalization is our elected tax appeals commission and it resolves tax disputes for nearly every tax program in California. Simple tax problems are normally resolved long before they reach the Board, so Board members have to hear the most complicated and "screwed up" cases you can imagine, including many cases where both the government and the taxpayer made mistakes. Unlike many of our state's constitutional offices, Board members are forced to make thousands and thousands of tough decisions each year, sometimes with little opportunity for advice from expert staff. This is not an entry-level position! Ray Haynes is perfect for the job because he is the ultimate "detail person" who will focus on technicalities, arcane rules, and the particular facts of each case, while never losing sight of the "big picture," taxpayers' rights, and the long-term goals of the Conservative Movement. He and Bill Leonard would make a perfect Republican team for the Board of Equalization (and Bill Leonard has endorsed him).

Lately, it seems the only argument I hear against Ray Haynes is that he began dating a Capitol staffer after his wife divorced him a couple of years ago. The people spreading this rumor are insinuating that there is something wrong with that, but I know the people involved and I fear we CRA leaders are being manipulated -- again.
Divorces are a terrible thing and it is awful that his family had to go through that, but please keep in mind that Ray Haynes has not done anything illegal, immoral, or improper. I have devoted the last 20 years to Republican politics and I can assure you that Ray Haynes stands out as one of the most ethical, honest, and Christian politicians I have ever met. He is not perfect, but none of us are perfect either. If you are inclined to vote against endorsing Ray Haynes because of this issue, you really need to ask yourself how much you know about the other candidates in this race and their personal lives. Please don't allow yourself to be manipulated by high-paid consultants who devised this strategy as the only practical way to undermine Ray Haynes' well-established conservative credentials.

In closing, I need to mention a special problem in this race that we conservatives seem to face every two years. There are two conservative candidates in the Republican primary (Michelle Steel and Ray Haynes), plus a more liberal Republican tax auditor for the Board of Equalization (Steve Petruzzo) who is rumored to have strong support from the powerful labor unions that steal money from state workers' paychecks every month. I am not a member of any union and I cannot pretend to know how they will spend their money, but I fear that we conservatives may "split the vote" among two good candidates and allow the most liberal candidate to get elected with heavy union support. As you all know, we have a habit of doing that. Please don't let that happen in this race!

Thank you for your consideration! Please let me know if you have any questions. I realize that normal people don't spend a lot of time worrying about the Board of Equalization, but I can assure you that the Board has a tremendous impact on tax policy, taxpayer rights, and the business climate in our state. We cannot afford NOT to pay attention to this race.

Ok ok, the point of this exercise was this - who really cares about the real identities of anonymous bloggers?

Anonymous political discourse has long been part our heritage. Anonymous letters, newspapers, periodicals were often the work of those fearing for their lives - those who feared that the British government would try them for treason. Heck even in Imperial Russia, novels were written anonymously or with veiled storylines criticizing the Czar.

Well in today's political environment the risks are arguably just as great. Good people lose their jobs everyday, get blackballed or ostracized by BOTH political parties for speaking out against injustice or defying an elitist establishment that believes political power is their birthright.

What I am saying is this anonymous blogging is changing the face of California politics for the better - Improper conduct, ethical questions, backroom deals are brought into the daylight. Accusations or allegations that are unfounded are usually rebutted with ease.

The faces behind the pseudonyms and anonymity aren't what is important - in my opinion, anonymous bloggers have the ultimate responsibilty to keep the elitist establishment on its toes. XO

Convention Winners and Losers 2

In the second installment of CRP convention winners and losers we look at the race for Board of Equalization District District 3.

The two main candidates for this race have been well blogged about on this site and others; Michelle Steele and Ray Haynes. Two other Republicans have filed for this race Donald Wilson and Hal Styles, I do not know anything about either of these unless Donald Wilson is the same Wilson that works for the Senate office of Policy, but I do not know.

Back to the main race!

Michelle Steele was everywhere at the convention. Much like Tony Strickland, Steele was in every meeting and glad handing in the hallways. She had signs and brochures all over the convention.

Ray Haynes was visible but it was mainly sitting in the lobby hallway with his girlfriend and some close supporters.

However, the biggest blow to Haynes was his actions in the YRFC meeting. For those of you that have not heard the story let me tell you. First Assemblyman Chuck Devore spoke to the YRF'ers and indicated while he thought either candidate would be a"great BOE member" he indicated he had supported Steele. Devore did not speak negative about Haynes quite the contrary he praised Haynes. However, after Haynes spoke he was asked about his support for Liberal Christy Christich. Haynes suddenly became very angry and started attacking Devore. Haynes indicated the reason that he supported Christich was because he wanted to dilute his own endorsement of Devore after, according to Ray, Chuck was abusive to Ray's staff.

After a lengthy discussion the YRFC overwhelmingly endorsed Steele over Haynes with only a former Haynes staffer and two others voting for Haynes. What was more obvious is that there probably would not have been an endorsement for either candidate had Haynes not acted the way he had. While the YRFC endorsement does not mean a whole lot, in ways of money or stature, it is important in this race as the two of the three largest clubs or situated within this district and it does bring volunteers and grassroot supporters.

In the end Steele is the convention winner in this race.

The Battle for Republican Leader

Jockeying has begun to replace McCarthy. Of the early three contenders, Walters has been aggressive and has Todd Spitzer strongly in her camp. Not known to take the floor and engage in debate, Walters must be considered the dark horse. Keene's steady leadership on budget and strong staff along with raising a good amount of cash have to make him the nominal frontrunner at this point. Plescia is the wild card and the one who most looks the part. Plescia's strength will be his popularity with staff and the person people envision as the best frontman for the Assembly GOP with the media and donors.

McCarthy in campaign strategy meetings

Why did Kevin McCarthy leave the CRP convention before 5:00 pm on Saturday?

The most important issues of the convention had not even been decided, this being the resolution fight during the General Session on Sunday morning. Shouldn't the Assembly Leader have stuck around to help ensure a smooth and uncontested floor session?

Kevin was overheard saying that the reason he was leaving was to return to his district to "serve my constituents". Come on!! We know that Members in safe seats could care less about serving their constituents.

The rumor floating around is that the Kev has been holding high level campaign strategy meetings with team Thomas. I guess we will just have to wait until March 15 to see. As of posting Thomas is one of the few GOP Congressman that has not yet even pulled papers much less filed.

One other thing on this potential race. McCarthy has spent the last year hiring or placing most of the major Central Valley/Kern County consultants. His major rival, Roy Ashburn, has used Joe Justin in the past. The same Joe Justin that McCarthy just hired to run Assembly GOP campaigns.

I have always wondered if Tim Clark charges per release. That would make sense since we see a release on everything from campaign finance to changing ones own vehicle oil.

Anyway, Van Tran (who this blogger is a big fan of) has officially launched his campaign against the evil Lynn Daucher. The press release is below.

Popular Orange County Assemblyman Van Tran officially pulled candidate papers today for the open 34th Senate District, while his campaign finance team announced that $250,000 has already been raised for the effort.

“The Orange County Republican donor base has been very supportive of Van in this race,” said campaign spokesman Paul Hegyi. “Our supporters know that Van has a huge lead in the primary election, and they’re focused on gaining as much strength as possible to carry this seat in the general election.”

During his 2004 Assembly primary, Tran built a strong finance committee eventually raising close to $600,000 for that contest. Tran has revived that group for the Senate race, and has also committed $100,000 of his own money to the contest.

“This seat will be won by a Republican in the fall,” continued Hegyi. “Voter registration has made this a Republican district, and Van Tran is – by far – the strongest candidate in the field.”

A recent survey of 34th Senate District Republican voters revealed that Van Tran enjoys 52% name identification with a 5 to 1 favorability ratio, while his likely primary opponent, Lynn Daucher only has 32% name identification with a 2 to 1 favorability rating.

Convention Winners and Losers

Wow what a convention. From the murderers row of political operatives and consultants at the lobby bar on Friday night to the failed coup by conservatives.

Over the next couple of posts I want to list who I thought were some of the winners and losers of this past weekend.

In my humble opinion the biggest winner of the convention was Tony Strickland.

While Able had signs up and in place before 9:00 am on Friday the Strickland campaign came back strong and matched Able's boys in placement if not in quantity.

More importantly Tony and his minions were everywhere. From hallways to receptions to the lobby. Tony also appeared to be a more established candidate having staff with him every where he went creating that entourage feeling of a statewide candidate. Whereas Able had the same two aids with him and many times, that I saw him, he was walking by himself.

Finally, the receptions. Tony had a packed rocking reception on Saturday night, second only to Poizner's "Republican Idol". Able was unable to follow-up on his monster reception in Sacramento last year. In fact, when I visited Able's recepetion it was dead, maybe because he was charging for drinks and did not have any food. It also could have been because the YAFer's struck again and passed out a flyer stating a change in location to a restaraunt down the street.

UCI, the College Republicans, the Muslim Student Union and the 1st Amendment

This Tuesday evening at the UC Irvine (UCI) there either will or there won't be a student-led discussion about the violence in parts of the Islamic world that flared up over the Danish political cartoons of the prophet Muhammad. Along with the riot-inciting Danish political cartoons the College Republican club sponsoring the event will also show anti-Western and anti-Semitic (really anti-Jewish as Arabs are Semites as well) cartoons that routinely appear in Muslim nations.

This event needs to go forward -- if it doesn't, you can kiss the First Amendment goodbye on our campuses.

If UCI prevents this event from occurring on campus, what will happen next? Allow me to give you some easy examples of events that might draw the ire of an emboldened Muslim Student Union:

- A Sudanese refugee and former slave of Muslims speaking on modern-day slavery practiced by many Muslims in Africa
- A Muslim woman who suffered genital mutilation speaking on that barbaric practice, common in parts of the Islamic world
- A Muslim woman lawyer speaking on Sharia (Islamic) law and how under Sharia, a woman is worth half a witness in a court of law (one reason why rape is hard to prove under Sharia law)
- A religious scholar speaking about Islam in any way deemed unacceptable to the Muslim Student Union

I don’t claim to be an expert in Islam – but I did study Arabic for a couple of years in college, I did live in Egypt for half a year, and I did get shot at in Lebanon (doesn’t everyone?). I’d say that compared to most American policymakers, I’m fairly well read on this topic. With that said, the bottom line is clear and simple: if UCI caves this time UCI will never be able to make a stand in the future for academic freedom and the First Amendment if the Muslim Student Union objects.

My OC Reep friends have been hammering my e-mail with tips that indicate 68th AD candidate Janet Nguyen just got a huge endorsement ("huge" for a GOP primary at least). Janet seems to be doing quite well for herself in this campaign so far.

Maybe the details will come out at your convention this weekend, I don't know. But, I am not going to announce who the endorsement is from - I'd rather wait and have the Flashreport or OC Blog scoop me on it!

As we are getting fully into the primary season I thought we should start looking at that all together major factor in most political campaign races, the money. There are three major contested races for State Constitutional Officers;

1-BOE
2-Controller
3-Insurance Commisioner

Let's start with HNF's favorite BOE.

Ray Haynes has three accounts (two from past Assembly races and Taxpayers for Haynes). With only the Taxpayers for Haynes showing any activity.

Ray raised $169,688.20 this past period and had expenditures of $137,111.20. He raised a total of $233,337.20 in 2005 and has $77,846.17 cash on hand.

Michelle Steele has one account FRIENDS FOR MICHELLE PARK STEEL.

Michelle raised $187,094.34 this past period and had expenditures of $119,958.43. She raised a total of $472,530.19 in 2005 and has $416,687.06 cash on hand.

No matter what camp you come down in you have to admit that Ray's $77,846.17 is miniscule next to Michelle's $416,687.06.

Next we will look at the very close race for dollars in the Controllers race. For now we want to know what you think!

How can Christians that believe the Bible is the infallible word of God, support the Death Penalty and state executions? (Note: I support the Death Penalty)

From what I understand - Catholics oppose it, some Evangelicals oppose it too, but all the Republican self described Christians support it and want it expanded. To be fair most Democrats in the Legislature support it too.

Dante and Modern America

There is a long tradition of American interest in Dante Alighieri’s Divine Comedy.

To that end, Professor Giuseppe Mazzotta wrote a wonderful review of three new Dante translations by Anthony Esolen in the Winter 2005/06 edition of the Claremont Review of Books. (For the review, see: http://www.claremont.org/writings/crb/winter2005/mazzotta.html. Sadly, Mr. Esolen’s translation of Canto One of Dante’s Inferno only appears in the hardcopy of the Claremont Review.)

After reading Mr. Esolen’s fresh translation of Dante, I saw how readily his allegory could be adapted to contemporary political conditions, with the forces of progressivism battling both traditionalism and Natural Law tenets. So, I figured I’d try my hand at bringing some Dantesque prose and commentary into 21st Century America.

Dante’s original volgare Italian verse was written in three-line stanzas in which the first line rhymes with the third while the middle line rhymes with the first line of the next stanza. The pattern is thus: aba, bcb, cdc and so on. It is, of course, impossible to rhyme such a large work in a translation – but not in an adaptation.

So, while in the airport or on flights between Orange County and Sacramento, and with Washington's Day weekend to finish it off, here is a bit of poetry for my fellow Hacks and Flaks. For some of you, of course, Dante's original is much more appropriate (you know who you are and you know what I mean). With thanks (and apologies, if required) to Anthony Esolen for his splendid translation of Dante’s Inferno…

My Only Issue with the Flashreport

First let me start by saying that I love the Flashreport. It is one of the premiere GOP/political news/blog/commentary site in California.

I have only one problem with it - but maybe it is just reflective of the GOP in California - its contributors, with the exception of two females, is comprised of all white males. No Latinos, Asians or African Americans?

Now I know that us Dems believe that the California GOP, for the most part, is the party of the wealthy white male. That said, why not try harder to change that image?

Maybe my mind is just a little too progressive and left leaning.

Now I know that some of you are going to say that it would be more "racist" or "wrong" to include someone based on ethnicity or race. But, any of you experienced Hacks or Flaks know that perception is important in politics.

I do love the Flashreport and its commentary - I am just offering a non-Reep perspective. Keep it up boys. XO

California Young Americans for Freedom PAC Endorses Michelle Steel for Board of Equalization

(Palos Verdes) - In yet another sign that Michelle Steel continues to consolidate the Republican base behind her candidacy, today the California Young Americans for Freedom PAC announced their endorsement of Michelle Steel for the open 3rd Board of Equalization District.

In the last week or so I have received letters from Senator McClintock and Congressman Issa asking me to fax a letter of support for our "embattled" Governor. As has been talked about on HNF before certian factions of the CRP are planning on introducing resolutions ranging from demanding the resignation of the Governor's COS to rescinding the endorsement the CRP gave the Governor last year.

What do these people want Governor Angelides? Who do they think they can get to replace Schwarzenegger on the ballot?

McClintock is out so do not mention him.

Riggy Off to a Fast Start

Conservative bigshot and FamilyActionPAC co-founder Jim Righeimer seems to be off to a fast start in his race to replace Van Tran in AD68.

It comes as no shock that the surfing Congressman, Dana Rohrabacher, endorsed Jim, as Riggy and he are longtime friends, going back to even before Dana’s first Congressional election where Jim served as Campaign Chairman.

Of note, Righeimer also announced endorsements from Assemblymen DeVore, Walters, Haynes, Mountjoy, and Villines, along with Senators Hollingsworth and Morrow.

He’s been campaigning for what, a week now, and already a good chunk of the conservative movement is lining up behind him… Not bad.

The 3rd House Buzz: Change is Comin'

The new buzz around Chops, Spattaro, the Esquire and my personal fave Simon's is that change is coming and needed. Now I am not talking about regime change or power switching partisan hands. The change I speak of is personality based - not policy.

The aptly named 3rd House (Sacramento lobbyists) are desperately looking for new and refreshing candidates from both parties. As we know most legislative seats are locked up - safely Democratic or safely Republican - elections have become boring and predictable. Democratic primaries usually produce some radical leftists that are heavy on paciulli oil, granola, hippie lettuce, Che Guevara t-shirts and light on real world moderation. Similarly the Republican primaries have a habit of spitting out nominees that are are cut right out of the white, overweight, Jerry Falwell, male mold with an uncanny proclivity toward "sermonitis".

Bring back the AA! Retire the COS

In days of not so long ago, there were people called "AA's" - otherwise known as Administrative Assistants. However, this was no secretary job - this job performed the same function as those we now refer to pompously as Chiefs of Staff.

AA's weren't only the title given to those people here in Sacramento, but Members of Congress (House & Senate) also used that designation for their top staff member.

I think we need to bring back the "AA" title and do away with the overused and underachieved title of "Chief of Staff". What does "Chief of Staff" really mean, and does it apply when you only have a staff of 4, or if you are 28 years old and this is your second job out of college? The title Administrative Assistant fits most in the building better.

At the risk of sounding like my Republican colleagues across the aisle, I think it is time to return to the values and traditions of years gone by. Bring back the AA title, and retire the COS!

Loyalty or Just Another Fact in the Era of Term Limits

I have been hearing a lot of names being bantered around as the new COS for Assemblyman Blakeslee. I was surprised to hear some and not so surprised to hear others. Some of the names mentioned have only been with their current Members for a year or so.

This leads me to the question, what has happened to loyalty in the Capitol?

I can understand the concept of leaving a Members office when he/she is in their last year or even last term. However, is it fair for someone to leave an office during the middle of the first term?

I can also understand under certain circumstances, maybe moving from the Assembly to the Senate or the Legislature to the Administration but just moving from one Assembly Member to the other does not seem fair to the first member that has invested time and confidence into that person. It is not easy for third house and community groups to identify staffers with specific Members anymore.

One specific instance that baffled me was Aaron Boone who went from being Nakinishi's Leg Director to being Sharon Runner's COS but within less than one year had left that position to take over as COS for termed-out Guy Houston.

Is this just another by-product of term limits or do staffers like Kevin Bassett, 14 years with Dave Cox, not exist anymore?

That said, her candidacy and campaign doesn't seem to be only about chutzpah. Looks like she has some real support out there and is a serious contender.

In reality I know nothing about the internal Reep politics down there in the OC, but a friend of mine forwarded this to me and since I haven't seen it anywhere else I thought I'd post it. Kevin Bassett vs. Julie Sauls

With two years under her belt as COS to the Assembly Republican Leader I thought I would do a little comparison between current COS Julie Sauls and former COS Kevin Bassett.

How they got there
Kevin put in his time as Dave Cox's chief advisor for many years positioning his boss to be at the right place at the right time when they pulled a coup and replaced Bill Campbell.

Julie was able to secure a job with a freshman Assemblyman who had already paved the way to a leadership position.

I would give this a tie. Yes, Kevin was much more influential in his boss becoming leader, but Julie was smart enough to latch onto a rising star and got there without having to do any work.

Relationship with staff and campaigns
Kevin always had an open door and a great relationship with staff. While his boss did not support campaigners Kevin was always available and helpful.

Julie has a kiss my ring bow before the throne policy. If you do not agree with Julie or cross her watch out. If you want a job that has to go through the Leaders office and you have not kissed the ring or if you are not on the favorite list you probably will not get it.

Winner Kevin was by far more liked and respected by staff.

Caucus
Kevin was not only COS he was in charge of Caucus operations.

Julie had those responsibilities stripped from her and additional professional managers were brought in to shape the course of Caucus operations.

I will give this one to Kevin. However, while Kevin did a good job juggling both aspects of the job the Caucus needed professional leadership.

Campaigns
In the one full cycle that Kevin was COS and thus had input into election strategy the Republicans picked up two seats.

In the cycle Julie was COS we had the worst candidate field in recent memory. The Republicans could not even find a quality candidate to run against Nicole Para, the district adjacent to her boss's seat.

Winner Kevin by far.

So to wrap this up, In my book Kevin was a much better leader. Julie should still have four more years, however if we see a repeat of last cycle Mr. McCarthy might be looking at a Committee Vice-Chair instead of the Leaders office.

Hacks, Flaks and Attacks

With all the traffic on this and many other blogs popular in the CA political blogosphere I am always amused at the attacks, name calling and general playground behavior that is engaged in by some.

I won't repeat the names on this and other sites that have been popular amongst the schoolyard children - but one question needs asking? Do the children even know the people that they are slamming?

Most of the names I have seen (to be fair, not only on this blog but others), are known in political circles (both Dem and Reep) as respected, intelligent, and talented professionals dedicated to their causes.

So what is the motivation of the anonymous children that attack? Is it jealousy? Is it envy? Is it just a general dissatisfaction in your own lives?

All the back and forth is just so amusing, but I am so curious?

Politics and political campaigns are rough. Every pro knows that and most of the attack victims are veteran enough to have developed a very thick skin - but some of these attacks would make even Bob Mulholland blush.

With the state of the Republican Caucus, especially on the Assembly side, it’s no wonder that a wisely run political consulting firm, like Meridian Pacific, would bail on their GOP Assembly Caucus account. Matt Rexroad’s rationale published in the Capitol Morning Report this morning was brilliant - reasoning that having to work closely with individual candidates "prevented us from doing some of the independent expenditure work that we wanted to do." Translation: "you’re a lost cause, there’s no helping you."

Now is this a rat jumping a sinking ship or management realizing that under Meridian Pacific little progress has been made towards gaining a majority?

WASHINGTON -- Ten years ago, the American people put Republicans in control of the House of Representatives for the first time in more than 40 years. It was a historic achievement, made possible because we stood for the principles the American people believed in: smaller government, returning power to the states, lower taxes, greater individual freedom and -- above all -- reform.

Some Republican leaders in the House seem to have lost sight of those principles, though the American people still believe in them. Meanwhile, Americans are sick of scandals. To fully regain their confidence -- and to retain and grow the Republican majority -- we need to make a clean break with the past and return to our ideals.

Republicans promised the American people two things in 1994. First, we promised to rein in the size and scope of the federal government. Second, we promised to clean up Washington. In recent years, we have fallen short on both counts. Total federal spending has grown by 33% since 1995, in inflation-adjusted dollars. Worse, we have permitted some of the same backroom practices that flourished in the old Democrat-controlled House. Powerful members of Congress are able to insert provisions giving away millions -- even tens of millions -- of dollars in the dead of night. The recent scandals involving Duke Cunningham and Jack Abramoff have highlighted the problem, but this is not just a case of a few bad apples. The system itself needs structural reforms.

This has been clear for some time. I did not discover reform as an issue -- like Saul on the road to Damascus -- when I entered the majority leader race. It has been an integral part of my record, not at one time a decade ago, but constantly, year in and year out since 1994. Yesterday John Boehner wrote on this page about a proposal to reform the earmark process offered by Rep. Jeff Flake. While Mr. Boehner is suddenly talking about this idea, I was one of the first co-sponsors when it was introduced last spring.

We need sunshine in the earmark process, and an end to secret, backroom deals. According to Citizens Against Government Waste, the total number of earmarks in 2005 was nearly 14,000 -- compared with only 1,439 in 1995. Earmarked money is often spent without the oversight and consideration in the regular appropriations process, so waste, abuse or even fraud is more likely. Congress should base decisions on what is good for America, not what is good for the lobbyist friends of a few.

Every year Congress adopts a budget, and every year we exceed it. Cheats and dodges -- supplemental spending without offsets, "off budget" spending -- hide this expenditure, but it is added to our national debt, a legacy of irresponsibility to burden future generations. We are still using a budget process that dates from 1974, when Democrats ruled the House and the government was a fraction of its current size. We need reforms in our budget rules to force Congress to stay within the budget it adopts.

No elected official who takes a bribe, including a member of Congress, should get a taxpayer-funded pension. This is a reform I proposed months ago, as soon as we learned about Duke Cunningham's crimes, and it is one that others have urged for years. Who is afraid of this reform?

I grew up watching the example of Barry Goldwater, who worked closely with my father. He taught me that "a government that is big enough to give you all you want is big enough to take it all away." That philosophy guided me when I ran for Congress in 1994. I was thrilled to be part of the Revolutionary Class of '94, and the sense of hope and mission of the early days after the American people elected a Republican majority in the House is still with me. We believed then that we could take back our government, and I believe it today.

When I ran for policy chairman last year, I said I wanted to help the leadership, and our entire Republican Conference, achieve our agenda for the American people, and I still do. I was able to reach out to all corners of our conference, and was honored to be elected without opposition.

Since then I have worked to bring the conference together by hosting a series of Unity Dinners to find consensus on the difficult issue of immigration reform. The bill we passed at the end of last year was significantly based on the progress we made.

In order to make clear my commitment to this race, and my goal of leading a reinvigorated Republican majority, I resigned from my position as policy chairman. I am proud of the work the policy committee has done, but I believe it is not appropriate to try to retain one position in our elected leadership while running for another. My campaign is based on reform, and those who claim reform should lead by example.

House Republicans differ about policy and tactics, but we stand together in our respect for this institution, our hatred of corruption, and our support for the basic principles of our party. The American people overwhelmingly support the principles we stand for. We cannot allow the current scandals to distract their attention from our substantive agenda. If we do not make a clear, public break with the recent past, there is a good chance we will lose our majority.

I do not need a poll or questionnaire to tell me what Republicans stand for. The party of Ronald Reagan exists not to expand government, but to protect the American people from government's excesses. President Reagan once said, "If you're afraid of the future, then get out of the way, stand aside. The people of this country are ready to move again." House Republicans are ready to move again, too.

So I read over at the blog California Campaigns about Reep Jim Righeimer challenging Janet Nguyen in the 68th Assembly race now that Van Tran is running for State Senate.

I don't mean to mettle in your internal affairs, but hey, my party has no shot in this seat.

Question for all you out there --- I read the OC Blog (great blog Jubal!) and FlashReport and it seems the old white guy crowd (how us dems refer to Reeps) are pushing an old white guy (Righeimer) versus a fresher face (Nguyen)?

Now don't get me wrong I love how this plays into my stereotype of you guys, but all things being equal (everyone seems to agree that both Nguyen and Righeimer are to the right of Jerry Falwell), why perpetuate the stereotypical image of Republicans that Rove and crew seems so badly to want to change?

Darrell "PLO" Issa

I just read Jason Roe's blog on FlashReport that Rep. Darrell "PLO" Issa is considering a run for Republican Policy Committee Chair. For those of you elephants with short memories, you may remember that Darrell Issa has made apologist statements regarding Yasser Arafat, Hezbollah, Hamas and other terrorist organizations. In fact, Mr. Issa even met with PLO Terrorist Yasser Arafat a few years back.

Now as a Dem, I couldn't care less about your internal Reep workings except when it relates to such an important matter and you guys are in fact in charge in D.C.

The prospect of having such an Anti-Israel congressman running the GOP Policy apparatus is frightening, especially at this tenuous time in history. I hope AIPAC speaks out strongly against this potential move.

Doolittle Death Watch

My apologies for the long hiatus, business in the southland has me preoccupied. I have been paying attention to the postings and noticed that no one is addressing the likely downfall of Doolittle.

Republican John Doolittle, ironically a member of the House Appropriations Committee, pocketed $46,000 from well-known "questionable sources." Julie Doolittle, the Congressman’s wife/fundraiser is now on the hot seat for her fundraising activities. But rather than take his lead from President Bush, Speaker Hastert or Majority Whip Blunt and give the money back to spare he (and his wife) further embarrassment and ridicule, Doolittle decides to keep it as evidence of his innocence. Keeping bribe money is proof of innocence...

Is this foreshadowing a Doolittle resignation? Will he follow in the footsteps of another well-known California Republican (hint: his name rhymes with puke)? It only goes to show that bribery, eventually, does not pay.

For those who didn't realize that in addition to writing for this site, Joe actually does other work...Joe is recognized as one of California's most accomplished political campaign professionals. His resume is long, and his successes around the country are many. It was announced yesterday in a caucus of Assembly Republicans that Joe has been tapped by Assembly Republican Leader Kevin McCarthy to be the lead political consultant overseeing efforts to pick up GOP seats in the lower house in this year's elections! This is a great pick! Now whether even 'Mighty Joe' can impact the iron-clad districts of the infamous "Incumbent Protection" reapportionment plan we have in place in this state...??

***GOP (see I didn't say Reep) staffers are buzzing about the capitol that this is the best move McCarthy has made (ok, I know the bar is low but still) and is a big step in an effort to balance a sinking ship. We'll see if it works, but Dems should at least get a little nervous.

In Sacramento, nothing in life is certain except debt and taxes

With all the empty hype from embryonic stem cell researchers and quack cloners the public may soon begin to doubt the inevitability of death. If Benjamin Franklin was alive today in Sacramento he might instead opine, “Nothing in life is certain except debt and taxes.”

I just got back from the Republican legislators’ monthly issue roundtable where former Republican Assemblyman and current Cabinet Secretary to Governor Schwarzenegger, Fred Aguiar, gave a detailed defense of the governor’s plan to sell $68 billion in bonds over 10 years.

Mr. Aguiar claims that the rate of new debt issuance over the next 10 years will be less than it was over the past five years. Coincidentally the same argument is used by Democrat gubernatorial candidate Phil Angelides to dismiss the governor’s plan as inadequate, saying, "We need to do more than we are doing…”

I’m rather surprised to hear Mr. Angelides complain the Governor isn’t proposing to borrow enough when just the other day he was complaining we had too much debt.

In any event, my concerns with the Governor’s plan are two-fold:

1) His plan isn’t likely to restrain Sacramento’s appetite for additional bonding on non-priority items. All it takes is for some vested special interest to qualify a bond initiative and then sell it to the voters, a la Prop. 71’s $3 billion of bonds for stem cell research, and voila, our debt load increases.
2) Without real regulatory and labor reforms to streamline the projects, we will be borrowing a dollar to get less than a quarter’s worth of needed construction.

On the other hand, the more I find out about the Governor’s initiatives to encourage private financing, design, build and operation of roads, the more I like what I hear.

As for the rest of the budget, I wish we’d save that $5.2 billion of unexpected revenue for debt retirement or pay-as-you-go road construction.

Today's L.A. Times features an article about California's budget blueprint that will be released today by the Governor. It quotes my concern that debt service pressures will lead to higher taxes down the road:

But some of the governor's Republican allies wonder how the state would pay it all back. Assemblyman Chuck DeVore (R-Irvine), a vocal opponent of new taxes, has expressed concern that the debt service cost would put so much pressure on future budgets that it could force a tax increase.

"We might be maxing out our credit card," he said. "There is a fundamental question of how we are going to pay for this."

The Dem Perspective of the GOP Political Bru-ha ha

A little GOP Inside Baseball from the non-Reep perspective. I have no dog in this fight, other than my previous statements of disgust at heavy handed machine type politics -

1. Umberg and/or Correa are more frightened of a Tran candidacy than a Daucher challenge for a number of reasons, first and foremost is that Daucher doesn't pull any Democrat votes. Democrats will vote for Democrats unless there is some other personal or overarching connection to a GOP candidate. I am sure Reep voters behave similarly.

2. According to my Orange County Reep friend(s), this is really a powerplay by Ross Johnson and his chosen son Dick Ackerman.

3. Why? Daucher embodies the Orange County moderate that these guys want as the face of the party. She comes out of privilege and pedigree, yet her views are Democrat-esque socially avoiding the "right wing extremist" label.

4. Tran doesn't fit the mold of your typically Orange County Republican in the eyes of these guys. First off, he comes from a minority group that I don't believe is yet fully accepted by the GOP establishment there. Second, Tran has a "star power" that goes beyond the OC borders and is not dependent on Ackerman or his cronies. By "star power" I mean that he is thought of by my sources as congressional material. Lastly, he has taken (and I just learned this myself) very bold and strident Anti-Communist, Anti-North Vietnam positions and that has ruffled the feathers of the tea and crumpet elite types (now I see why YAF loves this guy).

5. As noted in another blog there is a personal beef between that Ackerman holds and he is doing everything he can to make this personal.

Arcadia, CA - Cal-YAF PAC has launched a website, www.DraftTranForSenate.com, urging Van Tran to campaign for the only State Senate seat Republicans can gain in 2006.

Cal-YAF PAC has also called on Senate Republican Leader Dick Ackerman to unite the Party and get behind Assemblyman Tran’s campaign, giving up his efforts to push Assemblywoman Lynn Daucher into a race she can’t win.

“It’s like trying to fit a square peg into a round hole,” said Brandon Powers, Chairman of Cal-YAF. “Lynn just doesn’t fit the District.”

Assemblyman Tran has been a rising star in the Republican Party, spearheading the Party’s efforts at taking back Central Orange County. Additionally, with roughly 10% of the district voters being Asian Democrats and Independents, Tran stands uniquely positioned to challenge the Democrats for this seat. Tran, a conservative Republican, has historically drawn nearly 90% of the vote among Vietnamese Democrats and Independents.

“It is great that in this case the pragmatic choice is also the most conservative choice,” Powers said.

“We hope our site will show Van that he has the support necessary to win, and in the process show Senator Ackerman that his efforts to push an unwanted candidate on the Party are futile,” Powers added.

“It is time for Republicans to unite and not waste precious resources better spent registering voters and fighting Democrats,” Powers concluded.

Young Americans for Freedom (YAF), founded in 1960 at the estate of William F. Buckley, is the nation’s oldest conservative youth organization. Cal-YAF PAC (and its predecessor Liberty’s Torch PAC) has a 100% success rating with its Independent Expenditures opposing moderate Republican State Legislative candidates.

The 34th Senate District is currently represented by Senator Joe Dunn, who is termed out at the end of his term.

“Bond, Arnold Bond…”

Tonight during Governor Schwarzenegger’s state-of-the-state address, it is widely expected the governor will call for up to $27 billion of bonds to be issued over five years as part of a 10-year, $100 billion public works program.

The bonds would pay to build roads, schools, jails, courthouses, levees and retrofit hospitals. If approved by two-thirds of the legislature, they would go on the June ballot for approval by the voters.

If issued, the bonds would add about $2 billion per year in principle and interest payments to California’s budget burden, adding pressure to increase taxes.

It’s this last issue that should most concern fiscally responsible people because unless we can reach agreement to restrain the rapid growth in other areas of the budget, issuing more debt will compound the budget mistakes of the Davis administration.

Instead of issuing more debt, we ought to consider market alternatives to having the state finance, design, and build new infrastructure.

In Texas, as an example, the state auctioned off the right to build and operate the 600-mile “Trans-Texas Corridor” from Oklahoma to Mexico. The contract calls for an initial private investment of $6 billion for a 316 mile four-lane toll road with an additional $1.2 billion being paid to the state for the right to operate the segment. Think about it: 316 miles of road with the state getting $1.2 billion and not a penny of government bonds issued.

Using the same model, California could obtain the environmental approvals for a truck tollway corridor from the ports of Long Beach and San Pedro to a point 50 miles distant in the Inland Empire and then auction off the right to build and operate the road to a private consortium. Other states exploring truck-only toll roads include Georgia, Virginia and Texas.

What about levees, must they be funded by government? In the Sacramento delta region relatively inexpensive farm land is converted to relatively affordable housing. One of the reasons why this land in inexpensive is that it often floods. This raises the question, why should residents of California who have paid a premium for land with no flood risk pay for people to settle in low-cost, but flood-prone land? The answer is they shouldn’t. Instead, private flood control districts linked to flood insurance premiums can be organized to reduce the flood risk though assessments to fund levees. As the flood risk is reduced, the insurance rates drop and the assessments can be reduced as well.

With transportation and levee improvements privately funded and built, it would allow the state to focus its infrastructure efforts on those areas that would be more difficult to fund through private means. This would reduce the debt burden on taxpayers and reduce the pressure to raise taxes.

Any interest in innovation out there? Or, must we be wed to the old ways of doing business?

Importation of Prescription Drugs, Hot or Not?

This post is for all of you hack and flackers working up in Sacramento. In light of Governor Schwarzenegger's recent letter to Congress urging them to pass meaningful legislation allowing for the safe and effective importation of prescription drugs.

Since I became Governor, legislators and advocates have been encouraging me to enact legislation making it easier for Californians to import prescription drugs from other countries. I have consistently said I would not sign a bill that encourages foreign importation in violation of federal law. But in my letter to Secretary Thompson, I also urged the Bush Administration to aggressively pursue discussions with our trading partners to achieve fairer pricing of pharmaceuticals in the international marketplace and an equitable distribution of the costs of drug research and development. Sixteen months later, drug prices continue to escalate and there is no evidence that the federal government has been able to bring more equity to the global pharmaceutical marketplace. The Congress must act to allow Americans to import safe prescription drugs.

There are those in California and elsewhere who believe we should impose price controls on prescription drugs or use the importation issue as a covert way to import foreign price controls to the United States. I adamantly oppose efforts to impose price controls on prescription drugs because they will have a chilling effect on the research and development of life saving medicines and harm California's critical biotech industry.

I believe we have an opportunity to use free-market forces to create a more equitable international market and help millions of Americans pay less for their prescription drugs. First, the Congress should demand an end to price controls in foreign countries and vigorously support those pharmaceutical and biotech companies who refuse to sell their products to countries imposing price controls. Second, Congress must pass and send to the President legislation that allows Americans to import prescription drugs from other nations in a manner that protects patient safety and respects intellectual property rights. By simultaneously pushing to eliminate foreign price controls and giving Americans access to more affordable prescription drugs from those same countries, the federal government can promote more affordable medicines for American consumers and a more equitable distribution of the costs of developing the life-saving medicines that benefit us all.

Even though the Governor is calling for the importation of prescription drugs, this letter is nothing but fluff. First of all, Congress is in no position to convince European Countries to give up their socialistic forms of government that make price controls possible. Second, Republicans (the same folks who run the show in DC) aren't too happy with the Governor right now, and I would imagine that this would include Republican Congressional members. Third, this does little to change the current situtation of providing access to prescription drugs for those Californian's most in need. With the failures of both Prop 78 and 79 will this issue be hot once again in Sacramento or will the posturing swirling around who gets the largest piece of the pie from the proposed infrastructure bond overshadow this issue?

The Lying Left Then and Now

Why is it that liberals, progressives, leftists, humanists and the like seeking a brave new world for the rest of us often resort to lying or cheating to turn their vision into reality?

The latest example of this comes to us courtesy of an L.A. Times article about liberal icon Upton Sinclair, the socialist author of 1906’s The Jungle, and the 1934 Democrat nominee for Governor of California.

It seems that Sinclair lied about the guilt of a pair of anarcho-socialist revolutionaries named Nicola Sacco and Bartolomeo Vanzetti. The 1921 trial for this pair of murderers, and their later execution in 1927, galvanized the left in America then and to this day.

When all is said and done, Upton Sinclair is looking more and more like the phenotype for Michael Moore (Fahrenheit 9/11) (although in Sinclair’s defense, he, at least, eventually disavowed Stalin, which is more than we can say about Moore and Osama).
